The Ministry of Research, Technology, and Higher Education is a result of merger of two institutions -  Directorate General of Higher Education and Ministry of Research and Technology. The Ministry of Research, Technology & Higher Education coordinates private and state universities, the Private University Coordinator (KOPERTIS) and other government agencies.



The Philippines:

The Department of Science and Technology is the premier science and technology body in the Philippines. It provides leadership, central direction, and coordination for all scientific and technological initiatives, policies, and programs to sustain national development. The DOST is also tasked with developing local capability for the Philippines to achieve technological self-reliance, as well as encouraging greater private sector participation in research and development.




Reorganized from Thailand Research Fund (TRF), Thailand Science, Research and Innovation (TSRI) serves as a secretariat for the Science, Research and Innovation Promotion Committee. TSRI operates under the Ministry of Higher Education, Science, Research and Innovation, but as an independent organization outside of the civil service system, enabling greater flexibility in the executions of its missions. TSRI develops policies for the nation’s science, research and innovation (SRI) system and strategically allocates budget to involved organizations (including government, non-government, private sector and civil society); as well as utilizes its fund and network to empower SRI organizations and engage in both domestic and international collaborations.



The National Science and Technology Development Agency (NSTDA) was established in December 1991 as an autonomous government agency under the National Science and Technology Development Act 1991. NSTDA is affiliated to the Ministry of Higher Education, Science, Research and Innovation, with the Minister serving as the chairman of NSTDA Governing Board.

NSTDA is entrusted with an important task to accelerate science, technology and innovation development in Thailand in order to respond to the need of the industry and enhance the country’s competitiveness in the global economy, and as a result, making contribution to national economic and social development.





National Agency for Technology Entrepreneurship and Commercialisation (NATEC) under Ministry of Science and Technology has an advisory role to develop technology market and support the establishment and development of technology enterprises in Vietnam. NATEC also promotes science and technology commercialisation through training, mentoring and funding programmes.
