PolicyNet Meeting July 2003

Geoffrey Norris, Senior Advisor to Number 10Geoffrey Norris, Senior Advisor to Number 10 with responsibility for Trade and Industry, was the guest speaker at PolicyNet’s second meeting, on the 22nd July 2003. Mr Norris gave an excellent insight into the workings of the Number 10 Policy Directorate and the Number 10 perspective on SET policy.

He pointed out that the Number 10 office now represents a serious, and highly political, machine and that external organisations seeking to influence Government need to recognise this. Mr Norris also made some comments about the presentation of SET policy advice to Government, drawing attention to the fact that scientists and engineers need to understand the importance of the ‘Yuk’ factor in SET policy making, whereby a new policy or technology may meet strong resistance on grounds that have little to do with the underlying science.
